5 Common GSA Schedule Mistakes
(and How to Avoid Them)

Mistake #1: Submitting Inaccurate or Incomplete Commercial Sales Practices

The Commercial Sales Practice (CSP-1) disclosure is one of the most scrutinized elements of any GSA Schedule offer. It requires you to disclose your most-favored customer pricing, discounting practices, and any pricing variations across customer categories. Inaccuracies — even unintentional ones — can result in immediate rejection, a request for a new submission, or in serious cases, referral for False Claims Act review.

How to avoid it: Work with a GSA specialist to map your commercial pricing structure thoroughly before beginning the CSP-1. Ensure every discount practice is disclosed, documented, and consistently applied. Don't simplify or summarize — GSA examiners look for completeness, not brevity.

Mistake #2: Poor SIN (Special Item Number) Selection

SIN selection determines which categories of government spending you can access on your Schedule. Selecting too few SINs limits your market access; selecting SINs for which you can't demonstrate experience triggers rejections. Many applicants either under-scope their SINs to reduce documentation burden or over-scope them with vague justifications that don't hold up under examination.

How to avoid it: Conduct a systematic gap analysis between your core service capabilities and the full SIN taxonomy. Select every SIN you can legitimately support with at least two years of directly relevant commercial experience and client references.

Mistake #3: Inadequate Past Performance Documentation

GSA requires past performance references that demonstrate commercial experience relevant to each SIN you're applying for. Vague references, missing client contact information, incomplete contract values, or references that are too old all trigger deficiencies that delay the review process by weeks or months.

How to avoid it: Prepare detailed project summaries for each reference before beginning the application. Include specific scope descriptions, contract values, period of performance, client contact information, and relevance explanations. Secure client willingness to verify references before listing them.

Mistake #4: Pricing That Can't Be Justified

GSA verifies that your proposed Schedule pricing is consistent with your commercial pricing and offers the government a discount off your commercial rates. Pricing that appears inconsistent with your commercial practice — either because the Schedule prices are higher than you charge some commercial customers or because the discount is insufficient — will trigger negotiation delays or rejection.

How to avoid it: Establish a consistent commercial price list that forms the basis for your GSA pricing before you apply. Apply the same discount to Schedule pricing that you offer your "most-favored" commercial customer category. Document this relationship clearly in your CSP-1 and pricing narrative.

Mistake #5: Ignoring Post-Award Compliance Requirements

Getting the Schedule is only the beginning. Many contractors invest significant effort in obtaining their Schedule and then fail to maintain it properly. This includes annual reporting through the 72A Reporting System, MAS contract maintenance (modifications, renewals, price adjustments), and the Industrial Funding Fee (IFF) payment — all of which have specific deadlines and requirements that, if missed, can result in contract cancellation.
